"Permeation" means more than "penetrating" a community with a single church. "Permeation" is offering biblical ministry and the hope of the Gospel to every individual in every sub-community of each geographical community. In order to achieve such a goal, MCE is intent on planting "reproductive" churches; churches that, from the very beginning have, as part of their purpose, the planting of additional reproductive churches as soon as they are able to do so.
